The re-equipment of the school basement at Dobroslav school was entrusted to a more expensive contractor

On September 6, the Department of Education, Culture, Tourism, Youth and Sports of the Dobroslav Village Council in Odesa Oblast signed an agreement with Yug Stroy Company for the overhaul of the basement of a school in the village of Kremydivka, rejecting a cheaper offer from a competitor.

This information is available in the Prozorro electronic procurement system, according to the Center for Public Investigations.

The auction was held on August 10, and initially the winner was Femka Limited Liability Company, which was ready to work for UAH 39.6 million against UAH 42 million 999.9 thousand that Yug Stroy Company LLC was asking for. However, on August 15, the proposal of Femka LLC was rejected. As noted in the minutes of the commission meeting, the proposal of Femka LLC did not meet the terms of the tender specification. The company also failed to provide some documents.

Femka LLC was chosen as the winner - the company agreed to work for UAH 39.6 million.

According to the YouControl service, Femka LLC was registered in 2020 in Dobroslav. The ultimate beneficiary is Serhii Khomenko.

In 2023 , the Dobroslav Village Council of Odesa District, Odesa Region , decided to enter into an agreement with Femka LLC on the overhaul and improvement of the territory of the European Alley recreation area on Svobody Avenue.

"Yug Stroy Company. The company was registered in Pivdenne in 2015 and is owned by Lyudmyla Maltseva from Mykolaivka, Odesa region. The company is managed by Oleh Pshenychnyi.

Meanwhile, on September 9, the Southern Office of the State Audit Service decided to monitor the procurement procedure. The auditors reported that they had found signs of violation(s) of public procurement legislation in the information published in the electronic procurement system.
