The Odesa city budget received nearly one million hryvnias in arrears from a shared contribution toward the city’s infrastructure development. The prosecutor’s office collected the funds from a cooperative that had failed to pay the contribution required by law following the conversion of nonresidential premises into a residential building on Malanova Lane.
This was reported by the Odesa Regional Prosecutor’s Office.
The case file notes that between 2019 and 2022, the company converted non-residential properties in Odesa into a residential building with built-in public-use facilities, totaling more than 1,930 square meters. Under the law, developers who began construction or renovation of properties before 2021 are required to pay a contribution toward the development of the settlement’s infrastructure. However, the cooperative failed to do so.
Consequently, the prosecutor’s office filed a lawsuit seeking recovery of the debt. The court granted the claim in August 2026. The decision has now been fully enforced, and the funds have been transferred to the budget.
A case is also currently being heard in Odesa against a developer who is being required to pay 14.2 million hryvnias in unjustifiably retained funds from the infrastructure development contribution for a residential complex that was built. The case involves a 16-story building with offices and underground parking at 17-A Akademika Glushka Avenue. Authorities are also seeking to recover accrued interest and inflation-related losses from the company.
