The Odesa region ranks among the top regions in terms of the value of cryptocurrency declared by officials

In 2025, officials in the Odesa region declared cryptocurrency holdings totaling 99 million hryvnias, second only to their colleagues in the capital, who declared 265 million in cryptocurrency.

This was reported by the Center for Public Investigations, citing the results of a risk assessment of declarations submitted for 2025 using logical and arithmetic checks (LAC), conducted by the National Agency for Corruption Prevention.

The agency also noted that, based on the value of declared cryptocurrency, the top five also include officials from Kyiv Oblast—over 70 million hryvnias, Dnipropetrovsk Oblast—over 63 million, and Zakarpattia Oblast—over 57 million hryvnias. Overall,Ukrainian officials reported holding cryptocurrencies totaling nearly 839 million hryvnias as of the end of 2025.

The top 5cryptocurrencies favored by declarants include: Tether (USDT), with over 278 million declared. Next is Bitcoin: over 150 million; Ethereum: over 100 million; Ripple: over 46 million; and Binance Coin (BNB): over 9 million. The highest total value of cryptocurrency— over 623million UAH—was declared by individuals who selected “Other” as their position in their declarations. The top cryptocurrency holders also included civil servants in the following categories: B (over 109 million UAH), A (over 52 million UAH), and A (over 19 million UAH), as well as the fifth category of positions in local government bodies (over 14 million UAH).

The NACP also analyzed the officials’ expenses reported in their declarations that were incurred abroad in 2025 and identified the countries where they spent the most money. Turkey topped the list with over 1.15 billion hryvnias. The top three also included Austria (698.3 million) and the United States (296.9 million).

An analysis of the 2025 declarations revealed that declarants and their family members declared ownership of 3,900real estate properties outside Ukraine, with a total value exceeding 4.1 billion hryvnias.

More than three-quarters of all declared properties are apartments—3,064. Single-family homes rank second—362. Most properties are registered in the names of the declarants’ family members. Specifically, the declarants’ familymembers own 2,033 propertiesabroad worth 2.2 billion UAH,while thedeclarants themselves own 1,871 properties worth over1.9 billion UAH. The most expensive foreign real estate, based on total declared value, is located in Spain, the United Kingdom, Poland, the United States, and Bulgaria.
