An MP from Odesa ranked second in terms of income within his faction

Analysts at the YouControl R&D Center analyzed the income declarations of members of parliament for 2024–2025 and determined which members of the 9th convocation of parliament reported the highest incomes; Oleksiy Goncharenko, a member of parliament from Odesa, ranked second in his faction.

YouControl experts assessed the income trends of the lawmakers compared to the previous year and identified their ties to corporate groups. Oleksiy Goncharenko earned 10.8 million hryvnias last year.  

 The top earner among his colleagues was Petro Poroshenko, the fifth president of Ukraine and now a member of parliament and leader of the “European Solidarity” faction. The combined income of members of the “European Solidarity” faction for 2025 totaled 4.1 billion hryvnias, accounting for about 68% of the total income of all members of parliament. Petro Poroshenko declared 4 billion 29.1 million hryvnias. His income decreased by 12.8% compared to 2024.

In second place among all members of parliament is Denys Prykhodko, a member of the “Trust” parliamentary group. He earned 172.6 million hryvnias last year. This is the highest income among the 19 members of this parliamentary group

Andriy Gerus of “Servant of the People” took third place among his colleagues. The combined income of members of the “Servant of the People” faction in 2025 amounted to 762.7 million hryvnias, which is 10.5% more than the previous year. 

As of June 8, there are 390 members of parliament in the Verkhovna Rada. Of these, 11 lawmakers have not published their declarations for 2024–2025. Additionally, three new members of parliament have not submitted their declarations for 2024. 

The combined income of 379 members of parliament for 2025 amounted to 6.07 billion hryvnias, which is 14% (nearly 1 billion hryvnias) less than the income of the 376 incumbent members of parliament in 2024. The income of 150 incumbent members of parliament—more than one-third of the total—was lower in 2025 than in 2024.
