The Odesa region has become Ukraine's leader in revenue from paid parking

Taxpayers in the Odesa region paid the highest amount in vehicle parking fees among all regions of Ukraine—39.2 million hryvnias—during the first half of 2026.

This was reported by the Main Directorate of the State Tax Service in the Odesa region.

In total, from January through June 2026, local budgets across Ukraine collected 112.4 million hryvniasin parking fees. This is 11.2 million hryvnias, or 11.1%, more than during the same period last year, when revenues totaled 101.2 million hryvnias.

After the Odesa region, the regions that received the most revenue from this fee were Lviv ( 30.2 million hryvnias), Dnipropetrovsk ( 27.1 million hryvnias), and Ivano-Frankivsk ( 4.7 million hryvnias).

The parking fee is classified as a local tax, so all funds remain with the local communities. They are used to develop transportation infrastructure, improve parking facilities, enhance road safety, and create a comfortable urban environment.

The State Tax Service also reminded the public that the law provides for free parking spaces for drivers with disabilities and those transporting people with disabilities. Such spaces must account for at least 10% of the total number of parking spaces, and there must be at least one space at every specially equipped parking lot.

Those required to pay the fee are legal entities, their branches, and individual entrepreneurs who, by decision of local government bodies, organize and operate paid parking lots and specially designated parking areas.

The current parking rate in Odesa is 30 hryvnias per hour. It was approved by the Executive Committee of the Odesa City Council in January 2025—while the city was still led by then-Mayor Hennadiy Trukhanov.

Most parking lots in central Odesa are managed by the municipal enterprise “Odestransparkservice.” It is this municipal enterprise that collects the fees from parked cars.
