Problems have arisen with the new parking fees in Odessa

The approval of parking fees in Odesa faced opposition due to objections raised by the Supreme Court and the Odesa City Council’s legal department.

According to the Center for Public Investigations, this came to lightduring a meeting ofthe standing deputy commission on transportation and road infrastructure.

On July 7, it was announced that this issue would have to be removed from the agenda; however, as early as July 8 at 9:40 a.m., council members stated that they had found a legal formulation that should satisfy both the department and the judges.

The fact is that the fares set by the city council in 2022 were overturned by a court ruling, and as committee chair and council member Petro Obukhov stated, the city is currently operating under the 2011 fares, which are no longer relevant. The new draft supposedly took into account all comments on the previous one and was proposed for consideration at the July 8 session, but the session did not take place.

Thenew draft resolutionsets the coefficients that were approved in 2011—in 2022, a flat tax rate of 0.025% of the minimum wage was established for everyone, while the new draft proposes collection rates of 0.015%, 0.0015%, and 0.06% of the minimum wage. The uniform collection rates will ultimately be set at 0.033%, which amounts to 30 kopecks per meter of parking space per day. Previously, the rate was 21 kopecks per meter. A single parking space ranges from 13.5 meters to 20 meters. In total, there are 121 parking lots, and the plan is to generate 121.6 million hryvnias for the budget over the course of a year. 

It should be noted that the Odesa region collected 27.1 millionhryvnias in parking fees—thehighest amount in Ukraine for January–April 2026. Nationwide, taxpayers paid 73.5 million hryvnias in vehicle parking fees to the budget from January through April 2026. Revenues increased by 12.3% compared to last year. Last year, this amount was 65.5 million hryvnias. The taxpayers liable for the vehicle parking fee are legal entities, their branches (offices, representative offices), and individual entrepreneurs—parking lot operators—rather than drivers.
