The newly created company received the contract of the National Police of Odesa region without competition

A newly created company has been awarded the contract for the overhaul of the administrative building of the National Police in Odesa region. It won the tender without competition, although it has been in existence for only a few months.

This is evidenced by data from the Prozorro public procurement system.

The Main Directorate of the National Police in Odesa region announced a tender for the overhaul (restoration) of the administrative building of the Main Directorate, which is located in Bilyayivka. The expected cost of the work was over UAH 32 million. No bid security was required from the bidders in this tender. The payment terms provided for the possibility of deferred payment from the date of submission of the certificate of completion.

The auction for the procurement did not take place, as only one company, Budosnov+ LLC, submitted its offer. Initially, the company offered to perform the works for UAH 28.3 million, but the final offer increased to UAH 30.5 million.

According to the Opendatabot system, Budosnova+ LLC was founded on August 18, 2025, with a registered capital of UAH 50 thousand. The company's main KVED is the construction of residential and non-residential buildings. The owner is Serhiy Suskyi, who also owns FS Construction LLC, also registered in 2025. In addition to the main CEA, the company has a number of other activities.

During the year, the company received four tenders, all from the Main Department of the National Police in Odesa region, and all without competition. In total, the company earned almost UAH 3 million and has now received contracts worth more than UAH 30 million. There is no mention of the company's beneficiary in open sources, and the company has no legal proceedings. Therefore, it is still questionable why the National Police of Odesa region favors this company.

In November, Artsyz selected a contractor to overhaul the maternity ward of the local hospital. The cost of the work exceeds UAH 19 million. The company that will carry out the work has already been in the spotlight of journalists: it was mentioned in investigations in connection with another company co-founded by Arsen Shvaga. Previously, he worked as the head of the Ivanivka district police department, from where he was fired in 2014, and in 2018 he was detained for taking a bribe when he was the head of the Shevchenkivskyi police department in Odesa's Prymorskyi district.
