In Odesa, the improvement of an infectious diseases hospital may be entrusted to a company with a history of dubious deals

The city of Odesa has selected the winner of a tender for the improvement of the territory of the city's clinical infectious diseases hospital worth about UAH 21 million. The contract may be awarded to a company with a minimum authorized capital and a dubious reputation in public procurement.

This was reported by the Center for Public Investigations with reference to the Prozorro system.

In November, the Capital Construction Department of the Odesa City Council announced a tender for the overhaul of the landscaping elements of the infectious diseases hospital. The expected cost of the work was UAH 20.9 million.

Participants had until November 27 to submit their bids, and the auction was held on the same day. Two companies took part in the auction: GrandElectroStroy LLC and Effect PE. The lowest price was offered by Effect PE, so it was the winner.

The contractor is currently waiting for the procuring entity's decision to sign the contract. According to the terms of reference, it has to perform a wide range of works: tree removal, uprooting stumps, cutting bushes, clearing dead wood, cutting old branches, preparing the territory for landscaping, dismantling side stones, concrete blind areas, asphalt pavements and sidewalks, as well as metal fences and supports. The project also involves the installation of new landscaping elements, such as information stands, trash bins and concrete benches.

According to YouControl, the company has been registered in Odesa region since 2005 with an authorized capital of only UAH 500. The founder is Tatiana Ioano.

The materials of the 2018 criminal proceedings indicate that the company's representatives may have been involved in an attempt to extort money from the management of DPL Corporation, referring to a non-existent debt.

In 2021, the Ternopil City District Court recorded possible fictitious subcontracting agreements between PE Effect and officials of the Road Service, under which the company received payment for work that was not actually performed.

The company specializes in the construction of residential and non-residential buildings. The total amount of tenders won exceeds UAH 162 million, of which the company received more than UAH 131 million in 2025.

Despite a small authorized capital and a scandalous history, Effect PE has been consistently winning tenders. This summer, the company received a large contract from the Construction and Repair Department of the South Ukrainian City Council for the overhaul of the heating main along Nezalezhnosti Avenue worth UAH 56.5 million. Now the company is bidding for another major contract to improve the territory of an infectious diseases hospital in Odesa.
