The new head of the Department of Education in Odesa became a co-owner of 5 hectares last year

The Department of Education and Science of the Odesa City Council has appointed a new head to replace Olena Buynevych, who resigned last year.

This information was confirmed to Intent by the press service of the Odesa municipality.

Yulia Filler became the new head. In her declaration of candidacy, she declared ownership of a 907-square-meter land plot in the village of Liubopil.

The official has also co-owned a 5.5-hectare plot of land in the village of Serbka since 2025, and has owned the same plot since 2017. She uses an apartment in Odesa, and her daughter rents a dorm room in Austria. As for transportation, the official uses a 2003 Honda CR-V, which belongs to Inna Bezhenar.

As income, she declared 496.4 thousand hryvnias of salary from the Department of Education, 300 thousand in alimony, and 49.3 thousand in inheritance. She has 7 thousand dollars in cash and 16.7 thousand hryvnias in the bank. Her daughter has 12 thousand hryvnias and 180 euros in the bank.

Olena Buynevych , former director of the Department of Education and Science of Odesa City Council, while , became an assistant to MP Oleksiy Honcharenko.

Olena Buynevych had been heading the Department of Education in Odesa since January 2015, when the then mayor Hennadiy Trukhanov appointed her acting director of the department. At that time, she was named Teacher of the Year 2014. She was 39 years old at the time and headed school No. 44 as principal.

On November 7, 2025, Olena Buynevych, Director of the Department of Education and Science of the Odesa City Council, announced that she was resigning from this position.

Prior to her dismissal, Andrii Zarytskyi, acting director of the Finance Department of the Odesa City Council, also resigned. Deputy Mayor Valeriy Silin, who is under investigation as part of a criminal proceeding in which he is accused of negligence, was also dismissed. Eight people were suspected under part 3 of Article 367 - official negligence - including deputies Anna Pozdnyakova and Valeriy Silin, director of the City Roads utility Vadym Todiychuk, and director of the Municipal Economy Department Leonid Hrebenyuk.
