The new head of Odessa's civil defense facilities has declared ownership of apartments, land, and an SUV

In Odesa, Vladislav Kutashev was appointed acting head of the municipal agency “Civil Defense Structures.” He assumed the position on October 5.

This is stated in Odessa Mayor’s Order No. 1466K dated September 30, 2026. Kutashev was appointed on an interim basis—until the position of head of the institution is filled in accordance with the requirements of the law. The appointment was based on his application and a recommendation from Alexander Polokhach, acting director of the Department of Municipal Security.

On September 30, the day before his appointment, Kutashev submitted his 2025 candidate declaration. In it, he listed a significant amount of real estate. Specifically, the declarant owns a non-residential space measuring 137.2 square meters in Kyiv, a 95.8-square-meter apartment in Odesa, a 1.2-hectare plot of land, and a 200-square-meter garden house in the Kyiv region. He also declared two additional apartments in Kyiv—measuring 63.3 and 115 square meters.

As for vehicles, Kutashev declared a 2018 Toyota Highlander. The value of the car as of the date of acquisition in 2021 is listed as 1,113,000 hryvnias.

The declaration also lists 150,000 hryvnias and 23,000 dollars in cash.

Kutashev holds a 50% stake in two companies: K-3000 Kompani LLC and Kompaniya K-3000 LLC. The value of his shares in the declaration is 50,000 and 100,000 hryvnias, respectively.

For 2025, Kutashev reported 43,636 hryvnias in salary from Pharmasoft LLC.

Earlier, Ihor Koval, acting mayor of Odesa and secretary of the city council, appointed Mykhailo Rynzak as acting head of the municipal agency “Civil Defense Structures.”
