An auditor from the State Audit Service has been appointed the new head of Odessa's shelter agency

Igor Koval, Acting Mayor of Odesa and Secretary of the City Council, has appointed Mykhailo Rynzak as Acting Head of the municipal agency “Civil Defense Structures.”

The corresponding order stipulates that Rynzak will hold the position on a temporary basis starting July 28, 2026, until a permanent head of the agency is appointed in accordance with the procedure established by law. The appointment was based on his application and a recommendation from Oleksandr Polokhach, acting director of the Department of Municipal Security.

According to the candidate’s financial disclosure statement, prior to his appointment, Mykhailo Rynzak worked at the Southern Office of the State Audit Service, where he earned 600,400 hryvnias in salary for 2025.

In his declaration, he also listed his wife and two daughters. The family occupies rooms in two dormitories, and the official’s wife owns a 20% share of a 64.6-square-meter apartment in Odesa, a 78.6-square-meter garage, and a 2014 Toyota Avalon Hybrid Limited, purchased in September 2025 for 300,000 hryvnias.

The family’s liquid assets total 275,000 hryvnias in cash: Mykhailo Rynzak himself declared 200,000 hryvnias, and his wife declared another 75,000 hryvnias. In addition, the official’s wife received 283,300 hryvnias in pension payments over the course of the year, as well as more than 10,000 hryvnias in social benefits and government assistance.

As a reminder, the previous acting head of the municipal utility, Oleksandr Kozubenko, was dismissed by mutual agreement after one week in the position.
