The National Agency for Corruption Prevention has identified inaccuracies totaling more than 8.5 million hryvnias in the 2025 asset declaration of Timur Khasaev, the head of the Tairov settlement in the Odesa district. The largest discrepancy concerned a two-story house with an area of over 304 square meters, which the official used with his family but did not list in his declaration.
This was reported in a NACP report based on the results of a comprehensive audit of the official’s declaration, which the agency completed on October 30, 2026.
According to the audit, Khasaev failed to declare a garden house with a garage totaling 304.07 square meters. The property is located on a plot of land measuring 882 square meters in the Tairovska community. The land belongs to the official’s mother, Tetiana Khasaieva, who purchased it in April 2023.
The National Agency for Corruption Prevention (NAZK) determined that the community head used the house and lived there with his wife and five children for more than 183 days in 2025. This was confirmed, in particular, by materials from the criminal proceedings, information from mobile network operators, and the inspection report of the house.
The agency also found that from February 2024 to July 2026, utility bills for this address were paid by the official’s wife, Subaygat Magomedova. According to a conclusion by the Kyiv Scientific Research Institute of Forensic Expertise, the minimum value of the house as of January 1, 2023, could have been 8.5 million hryvnias.
Khasaev explained to the NACP that due to Russian shelling of Odesa and the region, his family changed their place of residence several times during 2025. According to him, the family stayed at his mother’s house for only a few months, and lived in another house—owned by a family they knew—based on a verbal agreement without paying rent.
The official also stated that he considers the criminal proceedings to be biased and politically motivated. However, the NACP did not take his explanation into account, as he did not provide supporting documents, and the circumstances he described, in the agency’s assessment, contradicted his previous testimony.
