The head of the capital construction department was dismissed in Odesa

Igor Koval, Acting Mayor of Odesa, dismissedYevgen Neborsky from his position as head of the Odesa City Council’s Capital Construction Department.

The city hall’s press servicereleasedthe corresponding order.

The document states that Yevhen Neborsky submitted his resignation. He had headed the Capital Construction Department since April 2024, when hewas appointed bythen-Mayor Hennadiy Trukhanov. Prior to that, he served as deputy head of the same department.

Inhis2025 financialdisclosure statement, Yevhen Neborskyi indicated that he owns half of a 55-square-meter summer cottage and half of a land plot —499 square meters—in Kyiv, as well as two parking spaces and an apartment in the capital. He also declared two land plots in the village of Neshcheriv, Obukhiv District, Kyiv Oblast, with a total area of 5,387 square meters. He owns no vehicles. He also has no corporate rights or assets.

His income consisted of a salary of 572,700 hryvnias, a gift worth 600 hryvnias, and a payment of 1,000 hryvnias from the Odesa Regional Organization of the Trade Union of Construction and Building Materials Industry Workers of Ukraine. Savings: 3.5 million hryvnias.

Vasyl Firchuk stated inhis declarationthat his only real estate is a rented apartment in Kryzhanivka. However, in 2025, he purchased a 2023 Tesla Y for 618 thousand. He owns Ripple (XRP) and TON cryptocurrency with a total value of 7 thousand 692 hryvnias. His income consisted of a salary of 321,900 hryvnias and 350,000 hryvnias from the sale of real estate. His savings amount to 2.4 million hryvnias.
