Serhiy Kropiva was not suspended from his position despite the "Carthage" case

Two weeks after the “Carthage” operation by NABU and the Specialized Anti-Corruption Prosecutor’s Office (SAPO), Serhiy Kropiva, who is suspected of involvement in a criminal organization, formally remains an employee of the Office of the Prosecutor General. 

This was stated in the Office of the Prosecutor General’s response to a request from the Anti-Corruption Action Center.

Kropiva serves as deputy head of the OGP’s Department of International Cooperation. At the same time, on September 6, then-Prosecutor General Ruslan Kravchenko stated that the employee of the Prosecutor General’s Office implicated in the“Carthage” case had already been suspended and that a decision on his dismissal was being prepared.

On September 4–5, the National Anti-Corruption Bureau of Ukraine (NABU) and the Specialized Anti-Corruption Prosecutor’s Office (SAPO) reported that they had uncovered a scheme in which, according to the investigation, participants received illicit benefits for not interfering with the operations of fraudulent call centers and laundered the proceeds.

On September 6, the High Anti-Corruption Court remanded Kropiva in custody until November 2, with bail set at 120 million hryvnias. 

It was precisely after the initiation of criminal proceedings that the General Prosecutor’s Office began disciplinary proceedings against Kropiva. On September 10, the Qualification and Disciplinary Commission for Prosecutors opened the relevant proceedings.

However, the agenda for the Qualification and Disciplinary Commission’s meeting on September 23 does not include the matter concerning Kropiva.

Kropiva’s driver, Serhiy Kutsiy, is also implicated in the case. The OGP confirmed that he has been working as a driver in the transportation department since August 2025. As of September 17, no order for his dismissal had been registered.

According to the prosecution, Kropiva, along with other members of a criminal organization, organized the laundering of over 21.6 million hryvnias between August 2025 and August 2026. According to the prosecutor, part of the funds may have been used to purchase real estate.

Recently, the Appeals Chamber of the High Anti-Corruption Court dismissed the appeal filed bySerhiy Kropiva’sdefense team in the “Carthage” case.
