A new head of the Department of Engineering Protection of the City Territory and Coastal Development has been appointed in Odesa. The position was filled by Vladislav Gayvanenko, who previously served as deputy head of the Dnipropetrovsk Regional State Administration.

The corresponding order was signed by the acting mayor and secretary of the Odesa City Council, Ihor Koval.

According to the document, Gayvanenko was appointed to the position effective November 6 without a competitive selection process. He was granted the 11th rank of a local government official and received a 50% bonus on top of his base salary, taking into account rank-based and seniority-based allowances.

The basis for the appointment was a statement by Gayvanenko and a recommendation from the acting deputy mayor, Oleksandr Botezat.

Prior to this, Vladislav Gayvanenko served as deputy head of the Dnipropetrovsk Regional State Administration. He had held that position since February 2025.

In October 2025, following the appointment of Serhiy Lysak as head of the Odesa City Military Administration, Gayvanenko became the interim acting head of the Dnipropetrovsk Regional Military Administration.

Previously, he headed the Kyiv District Police Department of the Main Directorate of the National Police in Odesa Oblast.

According to the declaration that Gayvanenko submitted upon his resignation from the position of deputy head of the Dnipropetrovsk Regional State Administration, he listed four properties: an apartment in Odesa with an area of 70.3 square meters held in joint shared ownership, a house in Kryzhanivka with an area of 454.1 square meters, a 974-square-meter plot of land in Kryzhanivka, and a house in the village of Slobozhanske in the Dnipropetrovsk region, which he rents.

The house in Kryzhanivka is registered in Hayvanenko’s name, and his wife and daughter have the right to use it. The land plot belongs to his wife.

The declaration lists a 2013 Porsche Cayenne as a vehicle, which belongs to his wife. He also listed a Swiss Ulysse Nardin watch.

From January 1 to February 16, 2026, Haivanenko received 414,000 hryvnias in salary and nearly 24,000 hryvnias in pension payments. In total, his income amounts to over 438,000 hryvnias.

He and his wife jointly own $30,000, 12,000 euros, and 100,000 hryvnias in cash. He has 158,183 hryvnias in bank accounts.
