On July 28, Russian forces attacked a civilian vessel flying the Liberian flag for the third time; the vessel was anchored in the approaches to the Port of Odesa.

This was reported by the Ukrainian Sea Ports Authority.

At the time of the attack, the vessel was unloaded and unmanned. The attack caused smoke to fill the area around the wheelhouse.

The USPA emphasized that this is already the third attack on the same civilian vessel. They note that such attacks indicate a systemic threat to the civilian merchant fleet, not just to port infrastructure or cargo.

According to the administration, Russia continues to pose a danger to international shipping in the Black Sea, attempting to disrupt Ukraine’s maritime logistics and undermine the security of commercial transport.
