The contractor who had been previously rejected was selected without an auction to repair a building in Odesa that was damaged by Russia.

The Department of Municipal Economy of the Odesa City Council has re-conducted a tender to select a contractor to repair an apartment building at 24 Serednya Street, which was damaged as a result of the armed aggression of the Russian Federation.

As noted in the Prozorro electronic procurement system, it was Stikon Limited Liability Company, whose proposal had been rejected before, according to the Center for Public Investigations.

The procurement, like the previous one, was conducted in the format of open bidding with special features, so Stikon LLC had no competitors. The company is again waiting to sign an agreement that stipulates that it will do the work for UAH 32 million 607 thousand - last time it was UAH 32 million 608 thousand.

According to the YouControl service, Stikon LLC was registered in Odesa in 2003. The owners are: Zhanna, Andriy and Leonid Kryuchkov. The renovation is scheduled to be completed by December 31, 2025.

Earlier, Stikon LLC, which was considered as a possible contractor in the previous procurement, did not provide information on the tender security, namely the availability of a bank guarantee, and its proposal was rejected. Since the company was the only bidder, it automatically turned out that there were no other companies willing to do the repairs, and the procurement had to be re-appointed.

Open bidding with special features means that almost all terms are shorter than in open bidding under the Law on Public Procurement. This means that this procurement is much faster than open tenders.

The period for submitting proposals is seven calendar days, and the period for challenging qualifications is five calendar days.

Often, there is no auction during such tenders, so the participant has no competitors.

According to the Ministry of Economy, from December 14 to December 20, 2022, 306 successful Prozorro tenders out of 347 were completed with one participant. That is, almost 90% of procurements during this period were made with a single bidder.

However, after the beginning of the full-scale invasion of the Russian Federation, the Cabinet of Ministers of Ukraine temporarily changed the rules of bidding for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation.

Thus, the government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.

On the morning of Friday, December 29, the Russian army launched a massive missile attack on Ukraine. As a result of the enemy attacks, there were hits in Odesa, and people were killed.

The enemy hit residential buildings of civilians. Two Odessans were killed in the attack that day. 15 people were injured, including two children - 6 and 8 years old.

Another of those wounded in the missile attack on Odesa on December 29, a 77-year-old man, died in hospital on December 30.
