The company that was of interest to investigators won a tender for the repair of showers in Odesa region

The Chornomorskvodokanal utility company of the Chornomorsk City Council of Odesa Oblast has conducted a procurement to select a contractor to be paid for the current repair of showers with bathrooms in the administrative and household building of the complex of treatment facilities owned by the Dalnytsia village council.

The relevant information was published in the Prozorro electronic procurement system.

The procurement was conducted in the format of an open tender with special conditions, and the only participant was Royal Stroy Limited. If the deal is concluded, the company will have to make repairs by January 31, 2027, and will receive UAH 979.9 thousand for this.

Royal Stroy Limited LLC is an Odesa-based company founded in November 2016. The director and founder of the company is currently Serhiy Fedorov.

In March, the Black Sea branch of the State Enterprise "Ukrainian Sea Ports Authority" in Odesa region held a tender to select a company that would be paid for the maintenance of a fifteen-story administrative building.

As noted by the publication "Anti-Corruption Dimension," the Black Sea branch of the State Enterprise "Ukrainian Sea Ports Authority" had been actively concluding contracts with Royal Stroy Limited LLC before. Law enforcement officers became interested in this, as is known from the relevant criminal proceedings. The investigation found that this company won eight of the eleven tender procedures held by the branch in 2022-2024. These were contracts for the repair of port buildings, including the port authority, fire station, power grid buildings and other facilities. The amounts of the contracts with Royal Stroy Limited ranged from several hundred thousand hryvnias to more than eight million hryvnias.

The total value of the contracts amounted to almost UAH 25 million. The investigation believes that all the works were formally accepted and paid for, but there are suspicions that the schedule may not have been fully adhered to and the works may have been performed poorly.
