The building of the former main post office in the center of Izmail was sold to a Kyiv lawyer

On February 25, Ukrposhta officially handed over the historic building of the former main post office in Izmail to the new owner, a Kyiv lawyer who won the bid.

The starting price of the asset was UAH 1 million 942 thousand. Five participants came to the English auction. But the highest price, which was more than twice as high as the starting price, was offered by a lawyer from Kyiv, Ivan Kasyniuk.

The lot included a complex of buildings: two houses, a toilet, a barn and a gatehouse. The total area of the real estate is 807 square meters and the land plot is 0.1148 hectares, located near the City Garden on Benderska Street. There is a state act for the right of permanent use of the land plot, but the cadastral number is missing. The condition of the building is assessed as unsatisfactory. There is no heating or water supply, but there is electricity.

We would like to add that Ukrposhta has been trying to sell this lot unsuccessfully since the spring of 2021. At different times, it was asked for from UAH 2.15 million to UAH 7.17 million. The first auction caused a real public outcry. The townspeople called for raising funds to buy the building to open a museum of the history of the Roman era of the city.

In 2021, the asset almost got a new owner, Anatolii Popescu, head of the Odesa Regional National Cultural Romanian Association "Bessarabia". As the only bidder, he offered to buy the lot for UAH 1.2 million. However, due to technical errors in the documentation, the auction was canceled.

The auction took place in September 2025. However, due to organizational issues, Ukrposhta extended the deadline for signing documents with the winner four times. This was due to the approval of a new version of the Charter of Ukrposhta JSC. Its provisions provide for the alienation of Ukrposhta's property only with the approval of the Ministry of Communities and Territories Development of Ukraine.

About the building

The former Izmail main post office is one of the city's historical landmarks. The building was erected in 1813, when there was a need for buildings to organize the city administration.

Until the end of the 90s, it housed the main post office. Later, the institution moved to a more modern building, and only the post office remained on Benderska Street.

About the new owner

According to specialized websites, Ivan Kasyniuk is an experienced practicing lawyer in the field of international trade, international arbitration and dispute resolution, cooperation with large legal clients (including international companies).

He is a partner at AGA Partners, a law firm specializing in international law, arbitration and international trade. This is confirmed by the profile information from several legal directories and ratings. The lawyer often comments on maritime logistics and grain exports for the capital's media.

There is currently no open data on the winner's affiliation with other investors.

According to YouControl, on February 17, 2026, Kubera-Agro LLC was registered in Izmail, with Ivan Kasyniuk as its sole owner. The infant company has a rather extensive list of activities - as many as 36. The main activity is the cultivation of cereals (except rice), legumes and oilseeds.

In addition to real estate in Kyiv, Mr. Kasyniuk owns three land plots near Izmail with a total area of 3.94 hectares.

Also, Kyiv-based Ukreximbank has put up for sale a building of its branch in Izmail, Odesa region. The three-storey building with a total area of over 2,000 square meters and a 53-square-meter garage were valued at over UAH 33 million.
