The Executive Committee of the Bashtanka City Council considered the issue of reimbursing the difference in rates for centralized water supply and wastewater disposal services provided by the municipal enterprise “Miskvodokanal” for June 2026.

As reported during the meeting, the reimbursement amount for June totaled approximately 779,000 hryvnias. Typically, the municipality compensates the utility company an average of about 550,000 hryvnias per month.

This significant increase in the amount became a topic of discussion among the members of the Executive Committee. Among the reasons cited for the rise in consumption were hot weather, irrigation, and the appearance of greenhouses in residential areas. According to representatives of the water utility, there were no greenhouses during the same period last year, so water consumption was lower.

At the same time, members of the executive committee raised questions regarding how bills were calculated. In particular, they noted the appearance on the June list of debtors who had not been listed the previous month, as well as instances where meter readings may have been submitted late or incorrectly.

During the discussion, it was also noted that, ahead of the rate increase, people may have submitted their meter readings in advance to pay for water consumption at the old rate. Representatives of the water utility stated that they had verified individual meter readings and outstanding balances, including with the assistance of inspectors and village heads.

Separately, members of the executive committee mentioned a case in Plyushchivka, where residents began using more water for irrigation after greenhouses were installed. Among them is a man who returned from Russian captivity and is currently fighting in the war.

As a result, during the discussion, a proposal was made not to reimburse the entire claimed amount immediately, but to conduct an additional audit. It was proposed to approve reimbursement of approximately 579,000 hryvnias and to review the situation regarding the remaining amount next month. As noted at the meeting, approximately 556,000 hryvnias have been preliminarily billed for July.
