The Southern Interregional Territorial Department of the Antimonopoly Committee of Ukraine (AMCU) has initiated proceedings in a case regarding a possible violation of legislation on protection of economic competition by the municipal enterprise Housing and Maintenance Association (Pivdenoukrainsk, Mykolaiv region).

According to the Southern Interregional Territorial Office of the Antimonopoly Committee of Ukraine, the reason was the failure to provide information at the request of the AMCU's territorial office within a certain period of time. Back in October 2024, the company was sent an official request to provide the necessary data, but it did not fulfill this requirement within the established time frame.

This complicated the AMCU's work in monitoring compliance with competition law. According to Article 50(13) of the Law of Ukraine "On Protection of Economic Competition", failure to provide information is considered a violation.

The Administrative Board of the Southern Interregional Territorial Department of the AMCU decided to initiate a formal review of the case.

The antitrust authorities issued a recommendation to the executive committee of Mykolaiv City Council to comply with the legislation on protection of economic competition. The case concerns passenger transportation on public bus routes.

The agreement for the provision of passenger transportation, including trams and trolleybuses, was concluded with Mykolaivelectrotrans. The procurement was made without open bidding, arguing that the company is the only provider of electric transportation services in the city.

In December last year, the Antimonopoly Committee also recorded violations in the field of passenger transportation in the Mykolaiv region. In particular, it was found that the Arbuzyn village council did not organize a tender to determine the carrier for a bus route within the community.
