Teplodar Lyceum Awards ₴7M Catering Contract to Fabrika Smaku

The Medvedkov Lyceum in Teplodar, Odesa Oblast, has held a tender to select a company to provide catering services to students.

This is reported in the Prozorro electronic procurement system.

It is about 444 students of grades 1-4 and students of privileged categories. The procurement was conducted in the format of open bidding with special features and its only participant was Fabrika Smaku Limited Liability Company.

The company will have to provide meals until December 31 and expects to receive UAH 7 million 232.3 thousand.

Open bidding with special features means that almost all terms are shorter than in open bidding under the Law on Public Procurement. That is, this procurement is much faster than open tenders.

The period for submitting proposals is seven calendar days, and the period for challenging qualifications is five calendar days. Often, there is no auction during such tenders, so the participant has no competitors.

However, after the full-scale invasion of the Russian Federation, the Cabinet of Ministers of Ukraine temporarily changed the rules of bidding for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation. Thus, the government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.

For example, the Humanitarian Policy Department of the Tairova Village Council of Odesa District held a tender to select a company that would organize meals for students in grades 1-4 and students of privileged categories, and the winner was Fabrika Smaku, a limited liability company.

The tender was held in the format of open bidding with special conditions and the company had no competitors. Thus, the company is currently claiming UAH 8 million 867.9 thousand.
