Starlink, Renault Duster and power banks: what the executive committee of Kherson City Council spent money on

In 2025, the executive committee of the Kherson City Council spent budget funds on various needs of the city and its structures. The largest purchases included fuel and lubricants, office equipment, services and a car.

Intent analyzed the most expensive procurements using the Zakupivli.pro platform. The analysis was based on the expected cost, as the price can go down during auctions.

The executive committee started the year with the purchase of Euro 5 diesel fuel worth UAH 1.4 million. In January, they also ordered flowers for 9 thousand hryvnias. The information services of LIGA360.GOV.UA cost the city 234 thousand hryvnias, and the maintenance of the local computer network and Starlink communication equipment cost almost 70 thousand.

In February, the executive committee purchased a set of badges "For the Defense and Liberation of Kherson" with a certificate for almost 40 thousand. In March, more than 126 thousand was spent on maintenance, refueling and routine repairs of office equipment, and cardboard boxes were ordered for 75 thousand.

In April, 47 thousand was spent on the website of Kherson City Council and its executive bodies. They also spent over 448 thousand on A-95 gasoline and Euro 5 diesel fuel.

In June, the executive committee planned to purchase power banks for 338 thousand, but the tender was canceled. In July, they were purchased for 339 thousand. They also bought toilet paper for the institution for more than 7 thousand, and ordered Euro 5 diesel fuel and gasoline for almost 560 thousand hryvnias again.

August was marked by new expenses for Starlink - over UAH 313 thousand, antivirus protection cost almost UAH 80 thousand, and diesel fuel - another UAH 365 thousand. Office equipment and stationery cost almost 175 thousand, and flash drives, SSDs, and a computer mouse cost more than 32 thousand hryvnias.

In September, the executive committee ordered flowers worth over 50 thousand and gift packages worth over 21 thousand. One of the most expensive purchases was a Renault Duster passenger car in the Authentic configuration for UAH 1 million 34 thousand 400. Tires worth UAH 24,800 were also purchased for the car.

In October, the executive committee also ordered a set: a badge "For the Defense and Liberation of Kherson", a certificate and a certificate for more than 44 thousand hryvnias. In addition, active procurements currently include services for routine repair and maintenance of vehicles for over UAH 937 thousand, as well as natural gas for over UAH 139 thousand.

In 2025, the Executive Committee of the Kherson City Council spent approximately UAH 6.5 million on the largest procurements. The main expenses were spent on maintenance, fuel, equipment, and transportation.

The Kherson City Council Education Department also spent most of its budget funds on energy, repairs and maintenance of educational institutions. During the year, the institution made dozens of purchases for schools and kindergartens in the city.
