Shooting range-shelter in a village school in Odesa region to be repaired for more than 7 million

The Department of Education, Culture, Youth and Sports of the Zelenohirsk Village Council in Odesa Oblast decided to look for a contractor to overhaul the dual-purpose building (shooting range - the simplest shelter) of the Yasenivka Lyceum of the Zelenohirsk Village Council.

The relevant information is available in the Prozorro electronic procurement system, according to the Center for Public Investigations.

The auction with the expected purchase price of UAH 7 million 130.2 thousand is scheduled for August 27 in the format of open bidding with special conditions. Open bidding with peculiarities means that almost all terms are shorter than in open bidding in accordance with the Law on Public Procurement. This means that this procurement is much faster than open tenders.

The period for submitting proposals is seven calendar days, and the period for challenging qualifications is five calendar days. Often, there is no auction during such tenders, so the participant has no competitors.

However, after the full-scale invasion of the Russian Federation, the Cabinet of Ministers of Ukraine temporarily changed the rules of bidding for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation. Thus, the government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.

For example, the Department of Education, Youth, Sports, Culture, Tourism and Health of the Sloboda Village Council of Podil District, Odesa Region, selected a contractor to repair a room in a shooting range building to build a simple dual-purpose shelter for the Sloboda Lyceum.

In August , the Vypasnyanske Secondary Education Institution of the Molohivka Village Council of Bilhorod-Dnistrovskyi District, Odesa Oblast , selected a contractor to overhaul the shooting range to build a simple shelter for the local school.
