Seized methanol from Russia could not be sold in Odesa region

The National Asset Recovery and Management Agency (ARMA) failed to sell methanol in the total amount of 1,574 kilograms, which is in 12 metal barrels of 200 liters each, even at a Dutch auction.

This was reported in the Prozorro.Sale system.

The auction, scheduled for September 8, like the previous one, did not take place due to the lack of bidders. The methanol was detained by Odesa Customs, and the Shevchenkivskyi Court of Kyiv handed it over to the agency in 2024. This is a Russian-made product of OJSC Shchekinoazot (Russian Federation, Tula region, Shchekinsky district, Pervomaisky working settlement), TOMET LLC (Russian Federation, Samara) and Togliattiazot LLC (Russian Federation, Samara region, Togliatti).

The starting price of the new auction remained the same as during the second one - UAH 28 million 462.6 thousand. The new auction is planned as a hybrid Dutch auction. This format is usually used to sell assets whose market value is difficult to determine: overdue loans, property of bankrupt banks, or in case of unsuccessful English auctions.

A hybrid Dutch auction is a price reduction auction, during which the initial value of the lot is reduced step by step until one of the participants stops the reduction. Then comes the stage of closed bids: other participants can offer a price higher than the fixed price. The winner is the one who offered the highest amount. However, the participant who stopped the decline in the first stage has the right of last resort and can outbid the opponent's maximum price in the third stage. The auction starts even without participants, as it is possible to join after the start.

The future winner of the auction will have to pay customs duties in the amount of UAH 44 million 886.9 thousand to the ARMA account.

The first attempt to sell this methanol was made on July 31, when the starting price was UAH 56 million 925.1 thousand.
