Robber entrepreneur regularly receives state orders from educational institutions in Mykolaiv region

It has been reported that in the city of Snihurivka, Mykolaiv region, representatives of the education sector are awarding repair contracts without auction to an entrepreneur who was convicted of robbery and theft.

This was reported by the Anti-Corruption Dimension with reference to Prozorro.

On September 27, the Center for Financial Services of Educational Institutions of the Snihuriv City Council signed a contract without a tender for the repair of a shelter in one of the local gymnasiums.

The contract was signed with a local individual entrepreneur Oleksandr Varaksa, who registered in 2023. The repair work is to be completed by November 15, 2024. The contractor will receive almost UAH 600 thousand for this,

However, during the year, this entrepreneur has already received three contracts from the same center, all without open bidding, totaling about a million hryvnias.

Interestingly, in the past, a person with the same name, Oleksandr Varaksa, was convicted of robbery. According to court records, in 2011 he attacked a drunken man and took his property. He was also previously convicted of theft.

In addition, in 2024, the Mykolaiv patrol police stopped him for speeding, and he showed signs of intoxication. But due to violations on the part of the patrol police, the case was closed.

These three contracts were concluded without the use of the electronic system, so there is no evidence of experience, technical equipment or workers of the entrepreneur on the Prozorro portal.

Meanwhile, the Education Department of Mykolaiv City Council awarded all tenders for the repair of ventilation systems in kindergarten shelters to a company that had previously been sued.

Recently, the Mykolaiv Funeral Service selected a contractor on the second attempt to manufacture and install 160 tombstones for defenders who died in the Russian war against Ukraine.

In addition, Mykolaiv Parks will order a newly created private entrepreneur to purchase various trees and shrubs for the city. The seedlings will cost the state budget UAH 2.5 million.
