A firm with a history of litigation received all contracts for the repair of ventilation in Mykolaiv kindergartens

The Mykolaiv City Council's Education Department has awarded all tenders for the repair of ventilation systems in kindergarten shelters to a company that was previously sued.

According to the Center for Public Investigations, three tenders for repairs totaling more than three million hryvnias were announced in the Prozorro electronic procurement system.

The auction was held in the format of open bidding with special features that provide for shorter timeframes for the procedure. Only one company took part in the bidding, and it won.

Thus, Mykolaivbud Engineering and Technology Center LLC received contracts to repair ventilation systems in the shelters of preschools #99, #117, and #118 without competition.

According to the project, the contractor must carry out general repairs to the ventilation system for each of them, namely: install air heating units, lay an air duct, install a duct heater, louvers, and filters.

In addition to general repairs to the ventilation system, the tender documents provide for other works in the basement of the facility No. 99. A total of UAH 1 million 3o5 thousand is planned to be spent on repairs in this shelter.

According to the YouControl service, Mykolaivbud Engineering and Technology Center LLC was registered in Mykolaiv in 2017. The ultimate beneficiaries are Svitlana Belinska, as well as Andriy and Yaroslav Matveev.

During the full-scale war from 2022 to 2024, the company earned more than UAH 48 million from public tenders.

In 2023, the company was involved in a case to invalidate contracts concluded between Mykolaiv City Council and Mykolaivbud Engineering and Technology Center for the partial reconstruction of Naberezhna Street in Mykolaiv.

Then the prosecutor's office filed a lawsuit against the company "Engineering and Technology Center "Mykolaivbud". The lawsuit sought to invalidate the results of the tender and the contract for the reconstruction of Naberezhna Street. The prosecutor's office argued that the procurement was conducted in violation of budget legislation, which made the contract invalid. The court reviewed the case and closed it due to the absence of a dispute. The prosecutor's office applied for a refund of the court fee paid, and the court granted the request.

Meanwhile, the court ordered the village council to bring the shelter at the village's kindergarten into proper technical condition.

Also, the contract for the construction of a shelter for children in Mykolaiv region was awarded to a company that was previously involved in a case of misappropriation of budget funds.
