Road repairs in Kherson region will cost half a billion in 2025

The largest expenditures of the State Institution "Local Roads of Kherson Region" in 2025 were related to the operational maintenance of public roads. At the same time, the institution also spent money on other needs.

Intent found out what exactly the funds from the local budget were spent on using the Zakupivli.pro platform .

It should be borne in mind that the analysis is based on expected procurement amounts, as initial prices may decrease during auctions.

The year began with the purchase of A-95 gasoline and liquefied gas in the form of smart cards or coupons. UAH 1.1 million was planned for this purpose. In March, there was an attempt to hold a tender for the operational maintenance of local roads in Kherson district for almost UAH 69 million, but the procedure was canceled.

In April, a similar tender was announced for the Beryslav district, worth more than UAH 182 million. The only participant was the European Road Construction Company, which has repeatedly been the subject of journalistic investigations. The company is among the top three contractors that received the most contracts without competition.

Another tender for 68 million was held in April. The price was reduced, but the customer received complaints about discriminatory conditions, which led to the procurement being canceled. Only on the third attempt did they manage to find a contractor - the construction company Paritetbudinvest. In 2022, the company was already involved in criminal proceedings under articles on embezzlement or misappropriation of property.

In June, Local Roads of Kherson Region planned UAH 66.3 million for the maintenance of a local road on the border of Dnipro and Mykolaiv regions: Zahradivka - Kochubeivka - Davydiv Brid - Kalynivske - Bobrovyi Kut. The contract was awarded to European Road Construction Company LLC, and the State Audit Service paid attention to the tender.

Another 29 million was allocated to repair another section of the same highway. This contract was awarded to Dorbut 777 LLC, which is involved in a criminal case regarding the embezzlement of budget funds.

At the same time, in June, about 23 million hryvnias were planned for the current repair of the Nadezhdivka-Rozlyv road in Kherson district. And 81.7 million was allocated for the repair of the road between the villages of Davydiv Brid and Bobrovyi Kut. The contractor was Global Build Engineering, a company with a history of criminal proceedings and suspicious contracts.

The company has already been featured in journalistic investigations, and in 2024, the High Anti-Corruption Court ordered the NABU to investigate possible embezzlement of budget funds during the construction of a protective structure at the Vysokopil School, where Global Build Engineering was the contractor. The case involves possible misappropriation of property with the participation of Kherson Regional State Administration officials.

In July, a tender was held for the maintenance of the Skhidne-Zahorianivka road in Kherson Oblast. More than UAH 20 million was allocated for it. In early August, another UAH 7.7 million was planned for the operational maintenance of the Starosilie - Velyka Oleksandrivka road.

In addition to large-scale road tenders, the institution spent money on other needs: repair and maintenance of air conditioners, roadside inspections, maintenance of Bratska and Svobody streets in Velyka Oleksandrivka, educational services provided by Volodymyr Dahl East Ukrainian National University, and several procurements for road maintenance worth up to UAH 5 million each.

In total, in 2025, the State Institution "Local Roads of Kherson Region" spent more than UAH 479 million on the maintenance and repair of the region's roads in the largest procurements.

Also, since the beginning of 2025, the Service for Infrastructure Restoration and Development in Kherson region has announced public procurement for more than UAH 2 billion. The funds are mainly used for major repairs of housing damaged by shelling and road repairs.
