Restoration of the facade of a monument in the center of Odesa, which has risen in price by 7 million, was given away without an auction

The Capital Construction Department of the Odesa City Council has held a new tender to select a contractor to be paid for repair and restoration work on the facade and roof of a building located at 15 Sofiyivska Street.

As noted in the Prozorro electronic procurement system, this time the procurement was conducted without an auction, according to the Center for Public Investigations.

The restoration project has been adjusted and now they expect to find a company that will be paid UAH 7 million 546,500 under the new tender.

The building is an architectural and urban planning monument of local significance - it is a profitable house of Skarzhynskyi, which was built in the second half of the XIX century according to his own design. On the facade of the house you can see the coat of arms with a unicorn. The entrance has a picturesque panel on the ceiling. Today it is a residential building with administrative premises.

This time, only one company participated in the tender, SK-Omega Limited Liability Company, which had already worked on this renovation. In 2021, the department held a tender to select a contractor to carry out the repairs.

Two companies took part in the tender: SK-Omega Limited Liability Company and Eurobud Integral Limited Liability Company. The winner was SK-Omega Limited Liability Company, which agreed to work for UAH 18 million 100.5 thousand. However, the campaign received UAH 16 million 613 thousand 180 and the contract was terminated.

According to the YouControl service, SK-Omega Limited Liability Company was registered in Odesa in 2018. The owner is Svitlana Balakci.

Open bidding with special features means that almost all terms are shorter than in open bidding under the Law on Public Procurement. That is, this procurement is much faster than open tenders.

The period for submitting proposals is seven calendar days, and the period for challenging qualifications is five calendar days.

Often, there is no auction during such tenders, so the participant has no competitors.

However, after the beginning of the full-scale aggression of the Russian Federation in 2022, the Cabinet of Ministers of Ukraine temporarily changed the rules of bidding for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation.

Thus, the government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.
