The repair of the shelter of the Larzhansky Lyceum was awarded for the second time to the company that was the only bidder. The company earned more than UAH 300 million on government contracts, is associated with an MP, and is mentioned in a case of tax fraud.
The Center for Public Investigations found out the terms of the procurement and investigated the contractor's activities.
The Department of Education of Safianivka Village Council selected the winner of the procurement for the overhaul of the civil defense building of the Larzhansky Lyceum. It is about the arrangement of a modern multifunctional working space in the shelter of the educational institution located in the village of Larzhanka at 34 Shkilna Street.

The tender was held under the financial support of the European Union under the Ukraine Facility program. The expected cost of the works exceeded UAH 30 million. Most of the funding - more than UAH 27 million - is provided by the state subvention for creating safe conditions in educational institutions. Another UAH three million is to come from the local budget as co-financing.
According to the terms of the procurement, the contractor must complete all work by the end of 2026. Payment will be made upon completion of the work within ten business days.
Only one company applied to participate in the bidding process - Konti PE, which was recognized as the winner. The client intends to conclude a contract with it.

According to the YouControl service, Konti PE was registered in Izmail in 1999. The authorized capital of the company is only UAH 100, and the main activity is the construction of residential and non-residential buildings. The owner of the company is Larysa Mincheva, who was also previously associated with other local companies, including Marble LLC and Stales LLC.
The company has ties with the repair and construction department No. 2 of the municipal enterprise Odessrembud and Eva PE. The company has earned over UAH 376 million in public procurement since 2017. The most successful year for the company was 2020, when the amount of contracts signed exceeded 173 million.
Over the years, the company's main customers have included the Izmail branch of the Ukrainian Sea Ports Authority, Safianivka Village Council, the Housing and Utilities Department of the Izmail City Council, the Education Department of the Safianivka Community, and the Izmail City Central Hospital.

The head of the enterprise is Tetiana Makarova. Interestingly, Ivan Stoyanov, a deputy of the Izmail City Council, in his declaration for 2025 indicated income from Konti PE and listed the company as his place of work. In addition, he listed Makarova as his common-law wife in his declaration. In the city council, the deputy works in the field of housing and communal services.
Stoyanov is also the owner of Marble LLC, which specializes in electrical work, ceramic tile production, construction and installation work, trade in building materials, and construction of residential and non-residential facilities.
This is the second attempt to implement this project through a tender. As the CPR wrote, the Education Department of the Safianivka Village Council has already conducted a similar procurement and also determined Konti as the winner. However, the company's proposal was later rejected.

The reason was that during the inspection of the documentation, they found Turkish-made materials that were planned to be used during the work. In particular, it was gypsum binders of G-3 grade. At the same time, the rules for using Ukraine Facility funds provide for the purchase of goods and materials only from a certain list of countries. This list includes the European Union, Ukraine, the Western Balkans, Moldova, Georgia, members of the European Economic Area, and other countries that officially support Ukraine at the EU level. Turkey is not on this list.
To participate in the second tender, Conti PE provided an updated material certificate. G-3 gypsum binders, which were the basis for the rejection of the bid in May, are now listed in the new documents as Ukrainian-made products.
The company also came under scrutiny by law enforcement agencies. Thus, according to a ruling of the Kyiv District Court of Odesa dated January 1, 2026, the company was investigated in a case of tax evasion and embezzlement during the execution of contracts for USPA branches.
The ruling states that the investigation is checking the activities of Metproject LLC, which, according to law enforcement, could have formed an artificial tax credit through a number of contractors.

Among the companies mentioned in the case file is Konti PE. Investigators suggest that the company may have conducted non-commodity transactions, used materials of dubious origin, and understated its VAT liabilities by more than UAH 14 million. As part of the proceedings, the court partially granted the prosecutor's motion and seized some of the documents and property seized during the searches.
In addition, in the village of Kamianske in Odesa region, the EU plans to build a radiation shelter for a lyceum worth more than UAH 38 million. The contract was awarded without a tender to a company that was involved in investigations into alleged price gouging and schemes around Energoatom.
