Potential contractor for school repairs in Podilsk changed for the second time in one day to a more expensive one

On October 15, the Department of Housing, Architecture and Land Relations of the Podil City Council of Odesa Oblast changed the winner of the tender for the construction of a shelter at the city school No. 9 for the second time.

This is stated in the Prozorro electronic procurement system, according to the Center for Public Investigations.

Thus, while in the morning the potential winner was Adonia Company LLC, which was ready to work for 63 million, in the evening it was Berezivkaagroshlyakhbud Limited Liability Company, which was the third of four bidders in terms of the cost of work. The company was ready to work for UAH 69.8 million. As for the proposal of Adonia Company LLC, it was rejected due to inconsistencies in the documents. The same as the proposal of Phoenix Leko Limited Liability Company, which agreed to work for UAH 62 million 999 thousand 999.9.

If the agreement is concluded, the company will have to build the shelter by September 1, 2025. According to the YouControl service, Berezivkaagroshlyakhbud LLC was registered in 2003 and is owned by a deputy of the Odesa Regional Council, Prince Khachatryan.

The procurement was conducted in the format of open bidding with special conditions, but there were participants for a full-fledged auction.

Open bidding with special features means that almost all terms are shorter than those of open bidding in accordance with the Law on Public Procurement. This means that this procurement is much faster than open tenders. The period for submitting proposals is seven calendar days, and the period for challenging qualifications is five calendar days. Often, there is no auction during such tenders, so the participant has no competitors.

However, after the beginning of the full-scale aggression of the Russian Federation in 2022, the Cabinet of Ministers of Ukraine temporarily changed the rules for conducting tenders for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation. Thus, the government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.
