Podilsk hospital renovation awarded to company mentioned in criminal proceedings

The Podilska City Hospital, a municipal non-profit enterprise in Odesa Oblast, has held a tender to select a company that will be paid for major repairs and redevelopment of the premises of the therapeutic department.

This was reported in the electronic procurement system Prozorro.

The procurement was conducted in the format of open bidding with special features, and the only participant was BL-D Limited Liability Company. According to the YouControl service, the company was registered in 2022. The owner is Viktor Makarenko.

The company expects to receive 18 million 248 thousand hryvnias if the deal is concluded. The repairs are scheduled to be completed by December 31, 2026.

In April 2024, the Zakhariv Multidisciplinary Hospital municipal enterprise signed a contract with BL-D for UAH 4.8 million to reconstruct part of the first floor of the hospital building.

However, as stated in the investigation materials, the work was actually performed by employees of the hospital itself, using the hospital's equipment. Officials of the company and the individual entrepreneurs involved entered false information into the acts of work performed, overstating the volume and cost of materials. As a result, significant funds were unjustifiably transferred from the budget of the Zakhariv village council to the accounts of these companies.

The Dumskaya media outlet reported that the company was previously called BC Reliance Plus, and initially it had a Kyiv residence, but now its legal address is in Odesa, at 19-A Serednofontanska Street. The founder and beneficiary was Oleh Okhotskyi, a resident of Khmelnytskyi region. From 2017 to 2021, he or his full name was put on the wanted list by the Letychiv Police Department in Khmelnytskyi region.

In December 2024, the company was renamed BL-D LLC, and Viktor Makarenko became the director. In early 2025, the company's seal and an iPhone 14 Pro Max were seized during a search of the company's office by the Kyiv District Court of Odesa.
