Overpriced construction of a shelter for a kindergarten in Odesa region revealed

The village of Mayaki, Odesa Oblast, ordered a radiation shelter for a kindergarten. An analysis of the estimate showed that some materials cost several times more than market prices.

On November 4, the Department of Capital Construction and Roads of the Odesa Regional State Administration ordered the construction of a radiation shelter for the Olenka kindergarten in the village of Mayaki for UAH 38.94 million.

The shelter is designed for 330 people and should be ready by September 2026. It will have a medical room, bathrooms and two entrances, one of which will be equipped with a lift for people with limited mobility. A backup power supply from a diesel generator is planned.

The project was developed by Petro Vezenkov in 2023 and approved by the branch of the State Enterprise Ukrderzhbudekspertyza in Odesa Oblast. In 2025, the project was adjusted by Konstantin Trofimchuk. Funding is provided from the regional budget, the contract price includes UAH 1.42 million for inflation and UAH 544 thousand for risks.

However, an analysis of the estimate showed a significant overestimation of the cost of materials. For example, B25 M350 concrete was priced at UAH 5,249 per cubic meter, while market prices in Odesa are UAH 3,050-3,550 per cubic meter. Bitumen-polymer mastic was priced at 420 thousand UAH/t, although it can be bought in stores for 85-156 thousand UAH/t. Rebar was priced at 53-54 thousand UAH/t, while it is sold 35-40% cheaper on the market. The Malcomson ML111-B3 diesel generator is estimated to cost 2.23 million, while on the market it is offered for 747-798 thousand UAH.

According to analysts, in total, the probable overpayment for only ten items may exceed UAH 5.5 million.

Flagman SPC LLC was awarded the contract without competition - no one else came to the open tender. To participate, the company submitted a contract for the construction of a shelter for the Madagascar kindergarten for 15.5 million. The staff had to include a manager, a foreman with two years of experience, and a certified design engineer, as well as at least six workers.

The company was established in 2017 in Odesa, owned by Dmytro Furman and headed by Oleksandr Yakovlev. According to media reports, its estimates have repeatedly revealed inflated prices for construction materials. Since 2018, the company has received government orders worth UAH 488.56 million.

According to the media, the Department of Capital Construction and Roads of Odesa Regional State Administration is headed by Denys Bailuk, and the public procurement commissioner is Oleksandr Veretelnyk.

In August, a contract for the reconstruction of a lyceum in Rozdilna was awarded to a company that is already involved in criminal proceedings. The only bidder was Odesa-based Decoder Group LLC, which had previously renovated the kitchen and dining room at the Teplodar lyceum, where law enforcement is investigating possible violations and inflated prices.
