Overpayment on construction of a garage for 32 million found in Odesa region

An overpayment was found in the estimate for the construction of a garage in Odesa Oblast. Experts have calculated that the prices of materials and workers' salaries were overstated.

On October 13, the Usativ village council of Odesa district signed an agreement with SPK Flagman LLC for the construction of a garage in the village of Illinka for UAH 32 million 420 thousand. The building for the storage and maintenance of vehicles is planned to be completed by mid-2026 according to the project of the Arch-Idea SPC.

The contract price is dynamic - actual calculations may differ from the estimate. In particular, the document includes 68 thousand hryvnias for inflation and zero for risks.

The estimate includes Alpina "lamb" facade plaster at UAH 336 per kilogram, while the same material costs UAH 149/kg at Epicenter, which is two times cheaper. Hot-rolled reinforcing steel of class A-III with a diameter of 12 mm is listed at UAH 49,576 per ton. At market prices, it costs between UAH 31,560 and UAH 40,320 per ton, which is 19-36% cheaper.

Concrete B25 M350 C20/25 is included in the estimate at UAH 6,600 per cubic meter. Similar brands from local producers and Kovalska in Kyiv are almost twice as cheap. Mastic MB-50 is included in the estimate at UAH 85/kg, while on the market it costs UAH 66/kg. Technoelast is also priced 15-30% higher.

According to estimates, the overpayment on materials can reach UAH 2 million 750 thousand. The salary of one worker is set at UAH 20 thousand, although the average market salary for construction workers in Odesa is UAH 27,500. Given this, the salary should have increased by UAH 1-2 million.

The contract was awarded without competition: no other participant applied for the tender. The tender required similar construction experience and the availability of certain personnel. Flagman SPC LLC was established in 2017 in Odesa, owned by Dmytro Furman and headed by Oleksandr Yakovlev. Since 2018, the company has received contracts worth UAH 399 million 900 thousand.

In September, the construction of a school cafeteria with a shelter was ordered in Odesa region. The Tairova village council of Odesa district signed a contract with Euro-Style Group LLC for UAH 163.85 million. The contract was awarded without bidding, and experts analyzing the estimate found significantly inflated prices for construction materials, which could result in overpayments of almost UAH 10 million for certain items.
