Odessa Spent 730 Million on Backup Boiler Rooms

The municipal enterprise "Odessa City Heat Supply" has signed 43 contracts for the construction of backup modular boiler houses with a total value of nearly 730 million hryvnias. The procurements were carried out without using an electronic system and were funded by the state budget and local subsidies.

This was reported by the publication “Nashi Hroshi.” 

Six contracting companies are to develop designs and construct 43 backup modular boiler houses in Odesa by the end of 2026. The detailed terms of the agreements—such as capacity, specifications, equipment manufacturers, and payment schedules—remain undisclosed at this time.

Energoteplo LLC received the largest share of contracts. It was awarded 60% of the total amount, specifically 435.57 million hryvnias. Odessa AgroGas LLC signed contracts worth 113.08 million hryvnias, Metronom LLC—66.92 million hryvnias, KB Teploenergo Private Enterprise—43.50 million hryvnias, "Profi Stroy Construction Company" LLC for 43.38 million hryvnias, and "Construction Technologies 2000" LLC for 27.15 million hryvnias.

According to the “Spending” portal, the municipal enterprise has already transferred advance payments totaling 207.63 million UAH to contractors. Specifically, “EnergoTeplo” received 100.87 million UAH, “Odesagrogaz” – 38.47 million UAH,“Metronom” – 25.48 million UAH, "KB Teploenergo" – 12.46 million UAH, "BK Profi Stroy" – 18.43 million UAH, and "Construction Technologies 2000" – 11.93 million UAH.

Energoteplo LLC was established in 2014. It is owned by Roman Meleshko from the Sumy region, who is also the director of JSC “Vostok.” Previously, Oksana Shatokhina was the founder of the limited liability company . Overall, the firm was part of the Shatokhin family’s corporate group. The key figure in this group is Anatoliy Shatokhin. He is an 85% shareholder and chairman of the supervisory board of JSC “Vostok.” 

Since 2016, Energoteplo LLC has received government contracts totaling 2.25 billion hryvnia.

The company“Odesagrogaz” from Lymanka was founded in 2007. Its owner and director is Odessa native Volodymyr Radchuk. Previously, Artem Sidelnikov’s asset management company “Yug-Invest,” linked to Igor Uchitel’s circle (OdessaGas JSC), was listed among the firm’s co-founders. In total, since 2019, the company has won public procurement contracts worth 330.53 million hryvnias.

Odessa-based Metronom LLC was registered in 2000. The company is owned byPetro Lasinsky. Since 2024, the firm has secured contracts totaling 68.18 million hryvnias.

"KB Teploenergo" has been operating since 1999. The company is owned by Valentina Ishchenko, a resident of Odesa. Since 2016, the firm has secured government contracts worth 147.36 million hryvnias.

Founded in 2019, the Odessa-based LLC “BK Profi Stroy” is owned by Natalia Fedorets of Kherson. Since 2023, the company has secured contracts worth 47.68 million hryvnias.

The company“Construction Technologies 2000,” established in 2024 in Odesa, is owned and managed byVladislav Peregudov, a former member of the Lyman District Council of the Odesa Region representing the “European Solidarity” party. Since 2025, the company has received government contracts totaling 296.79 million hryvnias.
