Odessa's new director of domestic policy is holding onto $40,000

The Odesa City Council has appointed a new director of the Department of Domestic Policy. Yevheniia Khodiak has assumed the position. 

The corresponding order has been published on the city hall’s website.

It was signed by Acting Mayor and City Council Secretary Ihor Koval. Khodiak will serve in this position starting September 25, 2026, without a competitive selection process.

She has been assigned the 9th rank of local government official and granted a 50% bonus on top of her base salary, taking into account rank-based and seniority-based allowances.

Prior to her appointment, the department had been headed since April of this year byGennadiy Murzanovsky ( ).

Intent reviewed the official’s financial disclosure statement, which she submitted in August 2026 as a candidate for the position. The document lists her assets, income, and cash savings for 2025.

The official declared $40,000 in cash. Her husband listed 17,000 euros in his declaration.

Among Khodiak’s real estate holdings are three plots of land in the Cherkasy region. She acquired two of them, measuring 2,202 and 21,498 square meters, in November 2025. Both are jointly owned, with the official holding a 50% stake. Another plot, measuring 19,398 square meters, is solely owned by her. It was acquired in 2021.

Khodiak also declared the right to use a 77-square-meter apartment in the village of Lymanka, Odesa Oblast. The apartment is owned by another person.

The declaration lists two vehicles:

• A 2008 Mercedes-Benz C 180—purchased by Khodiak in June 2025 for 50,000 hryvnias.
• A 2013 Bogdan 211040—owned by her husband. The car’s value at the time of acquisition was 50,000 hryvnias.

In 2025, Khodiak received 33,953 hryvnias in income from property rentals and 12,988 hryvnias in charitable donations. Both payments came from the limited liability company “Scientific and Production Firm ‘Urozhay.’”

The declaration also lists two social benefit payments of 4,300 hryvnias each—from the Social Protection Department and the Pension Fund.

The official received an additional 32,373 hryvnias in child support.
