The Odesa City Council has set a goal to resolve the garbage problem in the private sector. They plan to address the situation by increasing the number of agreements with residents and local businesses, as well as by collecting outstanding debts through court orders.

This was reported by the Odesa City Council.

At a meeting with the heads of community self-governance bodies (OSON) and representatives of waste collection companies, attention was drawn to the critical situation regarding the conclusion of contracts for household waste collection in private residential areas. Currently, contract coverage in the private sector of the Peresyp and Kyiv districts stands at about 50%, and in the Khadzhibey district—only 30%.

Once the number of contracts increases, waste collection companies will be required to install additional containers in problem areas.

Lawyers for the operating companies, in collaboration with OSON, will also review lists of non-payers to collect outstanding debts through court orders.

Earlier,Acting Mayor Ihor Koval signed an order allocating funds from the Odessa City Environmental Protection Fund to provide services for determining the volume of waste in city areas where the owner has not been identified. The amount in question is 200,000 hryvnias.

In the first half of 2026, most residents of the Mykolaiv and Odesa regions filed complaints with the environmental inspectorate regarding unauthorized landfills. A total of 351 such complaints were received.
