Odessa has announced plans to review heating rates

<span><span><span><span><span><span>The municipal enterprise “Odessa City Heating” has announced its intention to set new, economically justified heating rates for the 2026–2027 period. At the same time, current rates for residents will remain at their current levels until the moratorium in effect during martial law is lifted.</span></span></span></span></span></span>

<span><span><span><span><span><span>According to new calculations, the economically justified cost of heat in Odesa will increase for everyone. For residents, the economically justified rate is proposed to be raised from 2,942.3 to 3,511.8 UAH/Gcal. The rate for budgetary institutions is planned to increase from 4,767.12 to 5,354.12 UAH/Gcal, for religious organizations—from 4,950.1 to 5,798 UAH/Gcal, and for other consumers and businesses, the cost will rise from 5,853.7 to 6,458.1 UAH/Gcal.</span></span></span></span></span></span>

<span><span><span><span><span><span>The main reason for the revised calculations is legal requirements and the company’s increased expenses in several areas:</span></span></span></span></span></span>

• <span><span><span><span><span><span>Decreased consumption. Heat sales volumes decreased by 4%.</span></span></span></span></span></span>
• <span><span><span><span><span><span>Higher costs of energy and utilities. Gas distribution costs rose by 79%, electricity by 36%, and water and wastewater services by 18%.</span></span></span></span></span></span>
• <span><span><span><span><span><span>Wage increases. The payroll increased due to a rise in the minimum subsistence level (by 10%) and base salaries (by 30%).</span></span></span></span></span></span>
• <span><span><span><span><span><span>Rising costs of goods. Expenses for materials and repair services increased due to a general rise in prices.</span></span></span></span></span></span>

<span><span><span><span><span><span>Comments and proposals regarding the tariff changes may be submitted within seven calendar days of the announcement’s publication.</span></span></span></span></span></span>

<span><span><span><span><span><span>Previously, long-standing</span></span></span></span></span></span> debts for heating services led to one of the largest commercial disputes in Odesa in recent years. The city council has already been drawn into the proceedings, and the total amount of claims has exceeded three billion hryvnias.

The joint-stock company “Odesa Thermal Power Plant” filed a lawsuit against the municipal enterprise “Odesa City Heat Supply” to recover 3.2 billion hryvnias in arrears.

The thermal power plantclaims that the debt arose due to improper fulfillment of the terms of the contract for the supply of heat, hot water, and related services. The dispute concerns payments for services provided between January 1, 2022, and March 31, 2026.
