Odesa university to buy media equipment for almost 3 million without auction

The Odesa Law Academy has announced a tender and has already selected a supplier for the purchase of media equipment for the educational institution.

The relevant information was published on the Prozorro platform.

The auction in the format of open bidding with special features was held on November 6. It was attended by a single participant who offered to supply the equipment for UAH 2 million 941 thousand, which is 52 thousand less than the budgeted amount. Thus, Eurosystems Computer Equipment LLC was awarded the contract without competition. The company is currently awaiting the signing of a contract with the National University of Odesa Law Academy.

The contract is for the purchase of 2792 pieces of television, audiovisual, multimedia and related equipment for the educational institution. It is to be delivered by the end of 2024.

According to the YouControl service, Eurosystems Computer Equipment LLC was registered in Odesa in 2002. The head of the company is Serhiy Zakharov. The company is engaged in the wholesale of computers, peripheral equipment and software.

Open bidding with special features means that almost all terms are shorter than in open bidding under the Law on Public Procurement. This means that this procurement is much faster than open tenders.

The period for submitting proposals is seven calendar days, and the period for challenging qualifications is five calendar days. Often, there is no auction during such tenders, so the participant has no competitors.

However, after the start of the full-scale aggression of the Russian Federation in 2022, the Cabinet of Ministers of Ukraine temporarily changed the rules for bidding for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation.

Thus, the government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.

For example, Odesa State University of Internal Affairs held a procurement to select a contractor for the current repair of the offices of the Department of Criminal Procedure and Criminalistics in the building letter A on Uspenska Street. The procurement was conducted in the format of an open tender with special conditions, and the only participant was PGS Limited Liability Company. If the agreement is signed, the company expects to pay UAH 2 million 539 thousand 656.
