Odesa doctors planned to buy equipment worth 22 million without an auction

The municipal institution Odesa Regional Special Medical Supply Base has selected a company to purchase a heart-lung machine with a roller pump.

The relevant information is available in the Prozorro electronic procurement system.

The procurement was conducted in the format of open bidding with special features and the only participant was Blitz Service Limited Liability Company. The company expects to receive UAH 22 million 378.3 thousand after the deal is concluded.

According to the YouControl service, Blitz Service LLC was registered in Kyiv in 2020. The owner is Natalia Patrycha from Kyiv.

Open bidding with peculiarities implies that almost all terms are shorter than in open bidding under the Law on Public Procurement. That is, this procurement is much faster than open tenders.

The period for submitting proposals is seven calendar days, and the period for challenging qualifications is five calendar days. Often, there is no auction during such tenders, so the participant has no competitors.

However, after the start of the full-scale invasion, the Cabinet of Ministers of Ukraine temporarily changed the rules of bidding for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation. Thus, the government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.

For example, the municipal non-profit enterprise City Clinical Hospital No. 11 held a procurement to select a company that would be paid for a surgical table with cardiac equipment. The only participant was Protek Solutions Ukraine, a limited liability company. The company expects to pay UAH 3 million 250 thousand. Prior to that, the same company was the sole bidder in five other procurements for the hospital.
