Odesa University Changes Tender Winner for Dining Room Renovation

Odesa State University of Internal Affairs has changed the winner of the tender to select a company to pay for the overhaul of the first floor of the Dining Room building under the letter "B".

The relevant information is available in the Prozorro e-procurement system.

Three companies took part in the auction: Litos Limited Liability Company, Interbud Construction Company and Isa Retail Building Consortium. The winner was Litos LLC, which agreed to work for UAH 16 million 125.1 thousand.

However, on February 11, the decision was changed and the proposal of Litos LLC was rejected because during the review of the documentation, it was found that the volume of materials in the final list of resources differs from the volume of materials specified in the customer's tender documentation.

"The participant has inconsistencies that cannot be corrected: the technical characteristics of the procurement item offered by the participant do not meet the requirements of the Customer. Thus, the participant has not confirmed compliance with the requirements of the Customer in terms of technical and quality characteristics of the procurement item," the rejection protocol states.

Thus, the winner is now considered to be Interbud Construction Company, a limited liability company that is ready to work for UAH 16 million 447.8 thousand.

According to the YouControl service, BC Interbud LLC was registered in Mykolaiv in 2016. The owners are Vadym Drapezo and Mykhailo Mazur from Mykolaiv.

Litos LLC was founded in 2000. The owners are Yuriy Agafonov from Kyiv, Ihor Yurtsiv from Ternopil, and Vladyslav Mishchenko from Kherson.

Earlier, Odesa State University of Internal Affairs held a tender to select a company to pay for the overhaul of the first floor of the Dining Room building under the letter "B".

The procurement was conducted in the format of open bidding with the participation of one company - Oleksandr Production and Construction Company Limited Liability Company.

According to the YouControl service, the company was registered in Odesa in 1991 and is owned by Oleh Makar. He is also the owner of Pivden Gasification, which almost won the right to reconstruct the building of school No. 39 at 20 Uspenskaya Street in September 2024.

This time, the company expects to receive UAH 3 million 301.4 thousand, and if the agreement is concluded, the work should be completed by December 25, 2024.

In July, the university entered into an agreement with PGS Limited Liability Company to restore the facades of the building in Sabansky Lane.

The procurement was conducted as an open tender with special conditions and the company had no competitors. After the agreement is signed, PGS LLC will have to carry out the restoration for UAH 8 million 723 thousand 846.

This is not the first time that the university has chosen this company without an auction to perform the work. In February, PGS LLC was awarded the contract for the current repair of the stairwell for UAH 1 million 400 thousand without any competitors.
