Repairs to the school on Uspenska Street potentially fell by 19 million after the auction

The Capital Construction Department of the Odesa City Council held another procurement to select a contractor for the reconstruction of the building of school No. 39 at 20 Uspenskaya Street.

According to information published in the Prozorro electronic procurement system, the auction took place on September 12, the Center for Public Investigations reported.

Two companies took part in the auction: Pivden Gasification Limited Liability Company and Odeskolovpostach Repair and Construction Company LLC. The winner was the former, which agreed to work for UAH 90 million at the second stage of the auction. According to the YouControl service, the company was registered in Chornomorsk in 2018. Its owner is Oleh Makar.

After Intent's publications, employees of the Bureau of Economic Security canceled the previous tender. The detectives found that representatives of the local administration had announced a tender for reconstruction works worth more than UAH 109 million.

The winner of the tender was a company specializing in the construction of residential and non-residential premises. However, during the audit, it turned out that the winning company did not have the proper material and technical base, a sufficient number of employees, and did not meet other qualification requirements for the work.

After discovering these violations, BES analysts turned to the local government with a recommendation to reconsider the decision to procure services. As a result, the contract with the contractor was terminated, which helped to avoid the embezzlement of more than UAH 109 million from the budget.

For the fifth time, the Capital Construction Department of Odesa City Council announced a tender for the reconstruction of school No. 39 at 20 Uspenska Street.

The procurement in the format of an open tender with special conditions is scheduled for September 12. The last time the procurement was held was in June. Then Stimax LLC won the tender. In that tender, the company had no competitors and planned to receive UAH 109 million 81.6 thousand. However, the company did not eliminate inconsistencies in the documentation and the tender was canceled.

In January of this year, the Capital Construction Department decided not to sign an agreement with the Odeskholovpostach Repair and Construction Site because of inconsistencies in the documentation. In December last year, Odesgolovpostach won a tender for the reconstruction of school No. 39 for 109 million 312.8 thousand hryvnias, but due to lack of competition, the tender was canceled.
