Odesa Signs ₴37M Contract for Kofa Canal Bridge Overhaul on Izmail-Kilia-Vylkove Highway

On March 12, the Service for Infrastructure Restoration and Development in Odesa Region signed a contract with Odesa-based Rostdorstroy for additional work on the overhaul of the bridge over the Kofa Canal on the national highway Izmail-Kilia-Vylkove.

The contract is worth UAH 37 million 945 thousand, reports Intent's correspondent with reference to the Prozorro website.

The procurement was conducted without the use of an electronic system, as Odesa is the key contractor for the renovation of this highway.

As explained in the accompanying document, following an open tender, Rostdorstroy received a contract worth UAH 130 million 863 thousand on November 23, 2023, to repair the bridge at km 37+985. However, in February 2025, according to the results of the technical council, during the execution of the work, "the need for work that was not provided for in the terms of the project documentation was identified."

"Taking into account the priority of the public road of national importance T-16-07 Izmail-Kilia-Vylkove, the bridge at km 37+985, additional work was required," the protocol says.

The contractor has until the end of 2025 to utilize the above amount.

In February of this year, the Cabinet of Ministers of Ukraine approved the procedure for using state budget funds for the development and maintenance of public roads in 2025 by Resolution No. 174. The document provides for the allocation of UAH 181 million 817 thousand 100 from the state budget for the overhaul of the T-16-07 Izmail-Kilia-Vilkovo, a bridge at km 37 + 985.

The T-16-07 highway connects three towns and is strategically important for four communities in the district - grain trucks and other heavy vehicles carrying goods of various economic importance use the highway.

For years, residents of the Kiliya and Vylkove communities have been complaining about the terrible condition of the T-16-07 road, writing letters and appeals. Until 2024, it was virtually impassable.

The highway upgrade will shorten the route between Izmail and Kiliya from 130 km to 45 km. Emergency services will be able to get to call points faster, and children will be able to get to schools.

It was planned to resurface the road in 2022, but the project was frozen due to Russia's full-scale invasion.
