Odesa Security Police Awards ₴5.7M Uniform Contracts to Vesna-Dilohiya

The Department of Security Police in Odesa region held two procurements to select a supplier of individual uniforms for paramilitary security officers and individual uniforms for police officers.

Both procurements were held on March 1 in the format of open bidding with peculiarities and one participant - the private enterprise production and commercial firm "Vesna-Dilohiya", the Center for Public Investigations reported.

It was decided to purchase for paramilitary security: 250 suits (shirt, trousers) with a patch and armband, 300 short-sleeved knitted shirts with a patch and armband, 250 caps with a cockade, 120 fleece hats with a cockade, 253 winter jackets with a patch and armband, 50 winter overalls.

"Vesna-Dilogia is ready to supply all this to the police for UAH 2 million 432.3 thousand.

The second procurement involved purchases for police officers:

For this, the supplier should receive UAH 3 million 280.8 thousand.

According to the YouControl service, the private enterprise Vesna-Dilohiya was registered in Odesa in 1995. The owners are currently Serhii and Vadym Sendetskyi.

Open bidding with peculiarities implies that almost all terms are shorter than in open bidding under the Law on Public Procurement. This means that this procurement is much faster than open tenders.

The period for submitting proposals is seven calendar days, and the period for challenging qualifications is five calendar days. Often, there is no auction during such tenders, so the participant has no competitors.

However, after the start of the full-scale invasion, the Cabinet of Ministers of Ukraine temporarily changed the rules of bidding for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation. Thus, the government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.
