Odesa Schools Secure Fire Alarm System Maintenance Contract

The Center for Financing and Economic Activity of Educational Institutions of the Kyiv District of Odesa has conducted a procurement to find companies that will be paid for the maintenance of fire alarm systems in schools and kindergartens.

This is reported in the Prozorro electronic procurement system.

The winning company will have to maintain evacuation control systems, centralized fire surveillance systems, and automatic fire extinguishing systems until December 31, 2025, in 11 institutions in the Kyiv district.

Three companies took part in the tender: Spas Limited Liability Company, Fire Protection Systems Limited Liability Company, and Fire Service Pride Limited Liability Company.

The main competitors were Spas LLC and Fire Protection Systems LLC. Initially, the former was considered the winner - Spas LLC agreed to work for UAH 6 million 611.5 thousand, but its offer was later rejected due to problems with the documentation. Currently, the winner is considered to be Fire Protection Systems LLC, which is ready to work for UAH 7 million 305.5 thousand.

According to the YouControl service, Fire Protection Systems LLC was registered in Odesa in 2018 and is currently owned by Volodymyr Artamonov. Spas LLC was registered in 2017 and is owned by Ilya Luponosov.

The procurement was conducted in the format of open bidding with special conditions. Open bidding with special features means that almost all terms are shorter than those of open bidding in accordance with the Law on Public Procurement. This means that this procurement is much faster than open tenders.

The period for submitting proposals is seven calendar days, and the period for challenging qualifications is five calendar days. Often, there is no auction during such tenders, so the participant has no competitors.

However, after the start of the full-scale invasion, the Cabinet of Ministers of Ukraine temporarily changed the rules of bidding for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation.

Thus, the government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.
