Odesa's Artsyzka Council Selects DSK Avtoshlyakh for ₴3.5M Road Maintenance

The Artsyzka City Council in Odesa Oblast has held a procurement to select a contractor to provide services for the maintenance of municipal streets and roads.

The relevant information was published in the Prozorro electronic procurement system.

The only bidder was DSK Avtoshlyakh, a limited liability company. The company expects to receive UAH 3 million 510.3 thousand if the deal is concluded. For these funds, the company will have to repair 5,462 square meters of streets: Akimova, Akkermanska, Budivelnykiv, Hrushevskoho, Kalmykova, Svobody, Soborna, Tykhyi lane; in the village of Vynohradivka, it is about the streets: Pershotravneva and Myr streets.

According to the YouControl service, DSK Avtoshlyakh LLC is registered in Odesa. The owner is Hennadiy Spryshevskyi.

Earlier, the Municipal Enterprise "City Roads" held a tender to select contractors to pay for the maintenance of the street and road network of Peresypskyi and Prymorskyi districts of Odesa. In the first case, DSK Avtoshlyakh LLC won the tender and signed a contract for UAH 7 million 380.4 thousand, but in the case of Prymorskyi district, the tender was canceled twice. For the first time, the auction was not even held due to the inability to eliminate the identified violations of public procurement legislation, and for the second time, the auction was held with the participation of three limited liability companies: "Paritetbudinvest Construction Company, European Roads of Ukraine, and DSK Avtoshlyakh. Paritetbudinvest LLC was chosen as the winner, offering UAH 5 million 70.4 thousand.

But later, the results of the procurement were canceled due to the inability to eliminate violations that arose due to the identified violations of the requirements of the legislation in the field of public procurement, namely, the technical indicators for the length of the street and road network were not immediately fully defined in the terms of reference of the tender documentation and the need to repair inter-quarter passages was not taken into account, which in turn led to an incorrect determination of the expected cost of the procurement item in the announcement of the procurement procedure.

The cost was recalculated and increased from the expected UAH 5 million 999 thousand to UAH 2 million, and only one company participated in the new tender - European Roads of Ukraine LLC, with which it was planned to conclude an agreement for UAH 7 million 760 thousand. The company was registered in 2016 in Odesa. The owner is Denys Mykhailiuk.
