Odesa rejected participants of last year's 100 million tender for sewer repair

The Capital Construction Department of the Odesa City Council has canceled the decision to select the winners in the tender for the reconstruction of the emergency section of the stormwater collector from Buffer Pond to Shchogolev Street.

According to the Center for Public Investigations, the relevant announcement was published in the Prozorro electronic procurement system.

The procurement was held in December 2025 with an expected cost of UAH 131 million 503.9 thousand. There were four limited liability companies willing to participate: "Yuggidroservice, Avtomagistral-Pivden, ONUR Construction International, and Rostdorstroy.

The lowest price for its work was offered by Yuggidroservice LLC, which was ready to work for 115 million, but this offer was rejected - the bid did not meet the terms of the technical specification and other requirements for the subject of the tender documentation. Then the main competitors were Avtomagistral-Pivden LLC and ONUR Construction International LLC. The difference between the bids of these companies was two hryvnias - UAH 116 million 630 thousand 98 for Avtomagistral-Pivden and UAH 116 million 630 thousand 100 for ONUR Construction International. The decision to recognize the companies as winners was canceled on the same day - January 16, 2026.

According to the YouControl service, Yuggidroservice LLC was registered in Odesa in 2020. The owner is Yevhen Popa from Odesa. Avtomagistral-Pivden LLC is one of the largest contractors of the Big Construction. According to YouControl, the company has earned more than UAH 159 billion from public tenders. The company is constantly under the scrutiny of law enforcement and is involved in criminal proceedings, including the reconstruction of the Ivanivskyi overpass in Odesa for UAH 1.6 billion.

"ONUR Construction International was registered in 2004 and is owned by Iskhan and Onur Çetindzeviz, Turkish citizens.

In December, Odesa selected the winners of two tenders for the reconstruction of emergency sections of stormwater collectors. Contracts worth more than 358 million may be awarded to companies that were previously accused of price gouging, negligence and possible misappropriation of budget funds.
