Odesa region remains among the leaders in the number of violations of language legislation

During the first half of 2025, the Secretariat of the Commissioner for the Protection of the State Language carried out 656 measures of state control over the use of the state language, of which 107 were launched in 2024 and 549 in 2025.

This was reported by the press service of the Commissioner for the Protection of the State Language.

As of July 15, 521 events have been completed, 135 are still ongoing. As a result of state control measures, 524 violations were identified, 388 reports of administrative offenses were drawn up, and 136 warnings were issued to business entities.

The largest number of violations was found in the following areas: user interfaces (36% of the total - Article 27 of the Language Law), customer service (26% - Article 30) and information for general information (22% - Article 28).

According to the results of state control measures, the largest number of violations was found in Kyiv, Odesa, Kharkiv and Dnipro regions.

In the first half of 2025, the Commissioner for the Protection of the State Language received 1,410 appeals from citizens, which is 348 more than in the same period in 2024.

In January, Ukraine appointed new representatives of the Commissioner for the Protection of the State Language in Odesa and Dnipro. They will oversee the implementation of language legislation and promote the popularization of the Ukrainian language. Yana Kuzmina, a lawyer with more than eight years of experience in government agencies and NGOs, has been appointed as the Commissioner's representative in Odesa. She has devoted more than five years to human rights activities, in particular to the protection of constitutional rights of citizens. Yana Kuzmina also oversees the implementation of language legislation in Mykolaiv, Kherson regions and the Autonomous Republic of Crimea.
