Odesa Region Ranked Second in the Number of Complaints on Violation of Language Law

The Secretariat of the Commissioner for the Protection of the State Language registered 2,227 complaints from citizens regarding violations of the Law of Ukraine "On the Functioning of the Ukrainian Language as the State Language" in the first three quarters of 2025.

This was reported by Detektor Media with reference to the website of the language ombudsman Olena Ivanivska.

Most complaints about violations of language legislation came from Kyiv - 870 appeals (39% of the total), Odesa - 339 (15%), Kharkiv - 286 (13%) and Dnipro regions - 201 (9%).

According to Olena Ivanovska, the Commissioner for the Protection of the State Language, the increase in the number of complaints means that Ukrainians have become more attentive to their right to receive information and services in the state language. In particular, the number of complaints increased by 27% compared to the same period last year.

In August, it was reported that the highest number of violations was also found in Kyiv, Odesa, Kharkiv, and Dnipro regions.

In the first half of 2025, the Commissioner for the Protection of the State Language received 1,410 appeals from citizens, which is 348 more than in the same period in 2024.

In January, Ukraine appointed new representatives of the Commissioner for the Protection of the State Language in Odesa and Dnipro. They will oversee the implementation of language legislation and promote the popularization of the Ukrainian language. Yana Kuzmina, a lawyer with more than eight years of experience in government agencies and NGOs, has been appointed as the Commissioner's representative in Odesa. She has devoted more than five years to human rights activities, in particular to the protection of constitutional rights of citizens. Yana Kuzmina also oversees the implementation of language legislation in Mykolaiv, Kherson regions and the Autonomous Republic of Crimea.
