Odesa plans to turn a kindergarten basement into a shelter for 6 million

Odesa plans to build a shelter on the basis of the basement of the Odesa pre-school education institution "Nursery School No. 1" located on Transportna Street. It is planned to spend UAH 6.2 million on the work.

This is known from the tender posted on the Prozorro platform.

The tender was won by Mykolaiv-based Center OPS LLC. The procurement was carried out without the use of an electronic system, which means no open bidding. The reason for the non-competitive procurement, according to the customer, the Center for Financing and Economic Activity of Educational Institutions of Prymorskyi District of Odesa, was "the urgent need to make a purchase due to objective circumstances that make it impossible for the customer to meet the deadlines for conducting a purchase using open bidding and/or an electronic catalog."

According to Opendatabot, Center OPS was registered in 2017 in Mykolaiv, with Oleksandr Ogorodnyk as director. The main activity is electrical work. The authorized capital is UAH 1000.

The full range of works should be completed by October 31, 2025.

A simple shelter is planned for 270 people.

Earlier, a tender for the construction of a shelter for the lyceum for UAH 68.6 million in the interests of the Department of Education, Culture, Youth and Sports of the Lyman Village Council of Odesa Oblast was held by the municipal enterprise Centralized Procurement Organization of the Odesa Oblast Council (CPO). However, the Law"On Public Procurement" does not provide for procurement of works through the CPO.

Of all the contracting authorities, only the Recovery Agency was able to create a CPO to procure works and services.
